Conditions or Reasons for Planning Application - CB/15/04795/OUT
Conditions or Reasons:
1) The proposed conversion of a four bedroom dwelling to 13 residential apartments would result in an unsustainable form of development given the location of the site which lies outside of any defined Settlement Envelope and isolated from public transport links and community facilities. This would be contrary to the National Planning Policy Framework (2012).
2) The proposal, given the siting and design of the dwellings, is considered to result in an adverse impact upon the amenities of the future occupiers. The applicant has failed to demonstrate that the proposal would not result in significant impact from noise and fumes from the adjacent Andersons Transport Haulage/Horticultural business which would result in adverse loss of amenity to future occupants of the properties. The proposal is therefore considered to be contrary to Policy DM3 (High Quality Development) of the Core Strategy and Development Management Policies Document (2009)
3) The proposal would result in a significant increase in traffic to and from the premises. The access is located immediately adjacent to the side of No 53 Blunham Road and therefore the increase in traffic would result in an adverse impact upon amenities of this neighbouring property by way of unacceptable noise and disturbance in a rural location. The proposal is therefore contrary to Policy DM3 (High Quality Development) of the Core Strategy and Development Management Policies Document (2009).
4) The application contains insufficient information in the form of a completed S106 Agreement in order to secure Affordable Housing provisions for the development; as such the proposal is contrary to Policy CS7 (Affordable Housing) of the Central Bedfordshire Council Core Strategy and Development Management Policies Development Plan Document (2009).
