Conditions or Reasons:
1) The development would result in serious harm to the character and appearance of the site and the area and would conflict with the established grain of development along this part of Hatley Road. This harm would significantly and demonstrably outweigh the benefits associated with the scheme, which would not constitute sustainable development. It would be contrary to Policies CS14 and DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009) and the objectives of the National Planning Policy Framework (2012).
