Conditions or Reasons for Planning Application - CB/16/00122/FULL
Conditions or Reasons:
1) The dimensions of the site are not adequate to accommodate a dwellinghouse of the scale proposed and due to the design, layout and scale of the proposed dwellinghouse, the development would have a cramped and dominating appearance causing substantial harm to the character and appearance of the area, contrary to Policy DM3 of the Core Strategy and Development Management Policies (2009), National Planning Policy Framework (2012) and the Central Bedfordshire Design Guide (2014).
2) The proposal, by reason of its forward projection, design and excessive scale would cause an overbearing and harmful impact upon the residential amenity of the occupiers of No. 56 Silver End Road, thereby the proposed development is contrary to the Council's Policy DM3 of the adopted Core Strategy and Development Management Policies (November 2009) and the National Planning Policy Framework. The proposal is further in conflict with the technical guidance Central Bedfordshire Design Guide (2014).
3) The proposal, by reason of its siting, design, orientation and scale would provide a view into and towards a first floor bedroom window of the neighbouring dwellinghouse No. 58 causing loss of privacy to the occupiers of No. 58 Silver End Road, whereby the proposed development would cause a harmful impact upon the residential amenity of the occupiers of No. 58 Silver End Road, thereby the proposed development is contrary to the Council's Policy DM3 of the adopted Core Strategy and Development Management Policies (November 2009) and the National Planning Policy Framework. The proposal is further in conflict with the technical guidance Central Bedfordshire Design Guide (2014).
4) The proposal if permitted would lead to a loss of car parking spaces serving No. 56 Silver End Road. No replacement car parking provision has been demonstrated to be provided on land within the applicants control and insufficient space is available within the site. Therefore the proposed development would result in an increase of on street parking, thereby resulting in unacceptable traffic congestion and additional hazards to users of the highway.
