Conditions or Reasons for Planning Application - SB/08/01161/FULL
Conditions or Reasons:
1) The development shall begin not later than three years from the date of this permission.
REASON: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) This permission is for the sole benefit of Mr. G. Bunker and shall extend to no other person, partnership, firm or company.
REASON: To ensure the retention of planning control by the District Planning Authority on the disposal of the present applicant's interest in the land and buildings.
3) This permission shall extend to the use of the building as a functions room on no more than 30 occasions in any calendar year of which no more than 6 shall be on Sundays. On no occasions shall the building be used as a functions room on both Saturday and Sunday of the same weekend.
REASON: To protect the amenity of neighbouring properties.

4) The building shall only be used as a functions room between the hours of 0900 and 2300 on Mondays to Fridays, 0900 and 2400 on Saturdays and 0900 and 2200 on Sundays. No music shall be played or relayed within the premises outside the specified hours and then only during the time when a function is being held.
REASON: To protect the amenity of neighbouring properties.

5) All plant, machinery and equipment (including refrigeration and air conditioning systems, and public address and other amplified sound systems) to be used by reason of this permission shall be so installed, maintained and operated as to prevent the transmission of noise and vibration into any neighbouring premises and places of public resort.
REASON: To prevent nuisance from noise and vibration and to safeguard the amenities of the area.

6) Before development begins, a scheme for the attenuation of noise and vibration shall be submitted to and approved in writing by the District Planning Authority. The scheme as approved shall be fully implemented before the development is first occupied or brought into use and thereafter retained in its entirety.
REASON: To prevent nuisance from noise and vibration and to safeguard the amenities of the area.

7) No buildings or other structures, including marquees, shall be erected, constructed or placed on the site for use in association with the functions room, except for the siting of one temporary marquee, the location of which shall previously be agreed in writing by the District Planning Authority.
REASON: To control the development in the interests of protecting the openness of the Green Belt and the amenity of the area.

8) Within six months of the date of this permission, a scheme shall be submitted to and approved in writing by the District Planning Authority showing a car parking arrangement for the site which shall include the provision of a vehicle turning area. The approved scheme shall be fully implemented within twelve months of the date of this permission and shall thereafter be retained for use in connection with the operation of the functions room.
REASON: In order to minimise danger, obstruction and inconvenience to users of the highway and of the premises.

9) The existing access shall be widened to 4.1m for a distance of 10m into the site measured from the nearside kerb.
REASON: In the interest of road safety.
10) Before the premises are occupied all on site vehicular areas shall be surfaced in a manner to the District Planning Authority's approval so as to ensure satisfactory parking of vehicles outside highway limits. Arrangements shall be made for surface water from the site to be intercepted and disposed of separately so that it does not discharge into the highway.
REASON: In order to minimise danger, obstruction, and inconvenience to users of the highway and of the premises.
11) This permission relates only to the details shown on the Site Location Plan received 31/12/08 and Floor Plans received 09/12/08 or to any subsequent appropriately endorsed revised plan.
REASON: To identify the approved plans and to avoid doubt.
