Conditions or Reasons for Planning Application - CB/16/00525/FULL
Conditions or Reasons:
1) The application site lies within the Milton Bryan Conservation Area and the wall, by reason of its nature, height and inappropriate design has had a harmful impact on the character and hence the historical significance of the Conservation Area. No public benefits have been provided to outweigh the identified harm. As such, the application is in conflict with Sections 7 & 12 of the National Planning Policy Framework, Policies CS14, CS15, CS16, DM3, DM13 & DM14 of the Central Bedfordshire Core Strategy and Development Management Policies (North) and the Central Bedfordshire Design Guide.
2) The wall, because of its nature, height and design has had a detrimental impact on the openness of the Green Belt and therefore, as an engineering operation, comprises inappropriate development within the Green Belt. Very special circumstances that outweigh the harm that has been caused to the Green Belt are not considered to exist in this case and therefore the application is contrary to Section 9 of the National Planning Policy Framework.
