Conditions or Reasons for Planning Application - CB/16/00538/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Notwithstanding the details submitted with the application, no development shall take place until details of two parking spaces each for no. 49 and no. 51, and the access thereto, has been submitted to and approved in writing by the local planning authority and no dwelling shall be occupied until the parking provision and access has been constructed in accordance with the approved plans.

Reason:To provide adequate parking provision and manoeuvring clear of the public highway. (Policy DM3 of the Core Strategy for the North & Section 4 of the NPPF)
3) Before the units are occupied all on site vehicular areas shall be surfaced in a stable and durable material in accordance with details to be approved in writing by the Local Planning Authority. Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits. (Policy DM3 of the Core Strategy for the North & Section 4 of the NPPF)
4) The development hereby permitted shall not be brought into use until the turning space for vehicles illustrated on the approved drawing no. 2996/3C has been constructed.

Reason: To enable vehicles to draw off, park and turn outside the highway limits thereby avoiding the reversing of vehicles on to the highway.(Policy DM3 of the Core Strategy for the North & Section 4 of the NPPF)
5) The proposed means of illumination from the lamps at the building frontage shall be shielded so that no glare or dazzle occurs to drivers of vehicles using the public highway.

Reason: In the interest of road safety. (Policy DM3 of the Core Strategy for the North & Section 4 of the NPPF)
6) No development shall commence until a scheme for protecting the proposed dwellings from noise from road traffic adjacent to the proposed development has been submitted and approved by the local planning authority. None of the dwellings shall be occupied until such the scheme has been implemented in accordance with the approved details, and it shall be retained in accordance with those details thereafter.

Reason: In order to provide an acceptable noise environment and level of amenity for future occupants of the development.

7) No development shall take place until drawings of all new and proposed replacement windows and doors to a scale of 1:10 or 1:20, together with a specification of the materials and finishes has been submitted to and approved in writing by the Local Planning Authority. Details provided shall clearly show a section of the glazing bars, frame mouldings, door panels, the position of the door or window frame in relation to the face of the wall, the depth of the reveal and arch and sill details. The development shall be carried out only in accordance with the approved details.
Reason: To ensure that the proposed development/work is carried out in a manner that safeguards the historic character and appearance of the area. (Policy DM13 of the Core Strategy for the North & Section 12, NPPF)
8) None of the components, members or elements comprising the structural timber frame and fabric including the infill panel material, stave or wattle & daub or brick, stone & plaster of the building shall be cut, damaged, altered or otherwise changed other than those parts specifically identified within the submitted details. No sandblasting or any other abrasive cleaning shall take place.

Reason: To ensure that the special architectural or historic interest of the building or structure, its character and appearance is properly preserved, maintained and enhanced, in accordance with standard conservation good practice.

9) No development shall take place, until a schedule of works detailing all proposed repairs, re-instatement and making good to the fabric of the building has been submitted to and approved in writing by the Local Planning Authority. The development shall only be carried out only in accordance with the approved schedule of works. Details shall include a full and detailed specification of all materials to be used in the works.
Reason: To ensure that the special historical and architectural interest and integrity of the building is conserved and maintained.

10) Notwithstanding the approved plans, all new rainwater goods shall be of black painted or dark grey cast iron and shall be retained thereafter.

Reason: To safeguard the special architectural and historic interest of this statutorily listed building.

11) The dwellings hereby approved shall not be occupied until details of the bin storage and collection areas have been submitted to and approved in writing by the Local Planning Authority and the bin storage/collection areas have been implemented in accordance with the approved details. The bin storage and collection areas shall be retained thereafter.

Reason: In the interest of amenity.

12) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 2996, 2996/1,2996/3C & 2996/4B.

Reason: To identify the approved plan/s and to avoid doubt.
