Conditions or Reasons for Planning Application - CB/16/00914/OUT
Conditions or Reasons:
1) The site is outside any Settlement Envelope, is within the open countryside and within part of a scrapyard. The application site forms part of a larger site where there would be a requirement of infrastructure provision in the form of affordable housing if all the sections of land were developed as a whole. As a consequence approval of the application would result in piecemeal development failing to secure the removal of the scrapyard use or provide affordable housing provision. The development would have a poor relationship with the existing scrapyard and the harm caused by the erection of the two dwellings in respect of the character and appearance of the area would not be outweighed by the benefits of the scheme. The proposal is therefore contrary to policy DM3 and CS7 of the Core Strategy and Development Management Policies for Central Bedfordshire (November 2009) and the National Planning Policy Framework 2012 in order to deliver sustainable development.
