| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2)
No development shall commence at the site before samples of the materials to be used in the external surfaces of the development have been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out as approved.
Reason: To ensure that the appearance of the development would be acceptable in accordance with Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009). |
3)
No development shall commence at the site before a scheme for hard and soft landscaping and boundary treatment have been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out as approved.
Reason: To ensure that the appearance of the development would be acceptable in accordance with Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009). |

No development shall be carried out at the site before a revised Ecological Management Plan that incorporates the use of bat and bird bricks in the dwellings at the site has been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.
REason: To ensure that biodiversity enhancements are provided at the site in accordance with the objectives of the National Planning Policy Framework (2012). |

Existing trees at the site shall be protected strictly in accordance with the details contained within the submitted Arboricultural Method Statement dated 12th November 2015.
Reason: To ensure that existing trees at the site are properly protected in accordance with Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009). |

No development shall take place until a written scheme of archaeological investigation; that adopts a staged approach and includes post excavation analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The said development shall only be implemented in full accordance with the approved archaeological scheme.
Reason: In accordance with paragraph 141 of the NPPF; to record and advance the understanding of the significance of the heritage assets with archaeological interest which will be unavoidably affected as a consequence of the development and to make the record of this work publicly available. |

No development shall take place until a written scheme of building recording for the historic agricultural buildings has been submitted to and approved in writing by the Local Planning Authority. The said development shall only be implemented in full accordance with the approved building recording scheme.
Reason: In accordance with paragraph 141 of the NPPF; to record and advance the understanding of the significance of the heritage assets with archaeological interest which will be unavoidably affected as a consequence of the development and to make the record of this work publicly available. |

Notwithstanding the submitted details, no development approved by this permission shall take place until the following has been submitted to and approved in writing by the Local Planning Authority:
A Phase 1 Desk Study report prepared by a suitably qualified person adhering to BS 10175 and CLR 11 documenting the ground and material conditions of the site with regard to potential contamination.
No occupation of any permitted building shall take place until the following has been submitted to and approved in writing by the Local Planning Authority:
Where shown to be necessary by the Phase 1 Desk Study, a Phase 2 Site Investigation adhering to BS 10175 and CLR 11, incorporating all appropriate sampling, prepared by a suitably qualified person.
Where shown to be necessary by the Phase 2 Site Investigation a detailed Phase 3 Remediation Scheme (RS) prepared by a suitably qualified person, with measures to be taken to mitigate any risks to human health, groundwater and the wider environment, along with a Phase 4 validation report prepared by a suitably qualified person to confirm the effectiveness of the RS.
Any such remediation/validation should include responses to any unexpected contamination discovered during works.
Reason: To protect human health and the environment in accordance with Policy DM3 of the Core Strategy and Development Management Policies Document (2009). |
9)
Notwithstanding the submitted plans and elevations, no development shall commence at the site before revised floor plans and elevations that show the relocation of the first floor window serving Bedroom 1 of Unit 7 from the west elevation to the east elevation or that window removed and replaced with a rooflight has been submitted to and approved in writing by the Local Planning Authority. The development shall be carried out as approved.
Reason: To protect living conditions at neighbouring properties in accordance with Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009). |

Other than as specifically directed by other conditions attached to this decision, the development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers A 44110 16A, A 44110 17A, A 44110 21, A 44110 08B, 4 44110 09B, A 44110 20, A 44110 18, A 44110 07, A 44110 06, A 44110 05, A 44110 1, Historic Environment Desk Based Assessment dated September 2015, Noise Assessment dated October 2015, A 44110 2A, Tree Survey dated September 2015, Building Survey, Planning, Design and Access Statement dated February 2016, Arboricultural Method Statement dated November 2015, Contaminated Land Risk Assessment dated September 2015, Extended Phase 1 Habitat Survey Report dated May 2015, Ecological Management Plan dated November 2015
