Conditions or Reasons:
1)
General

Planning permission shall extend only to the application area indicated by solid red lines on attached plan no. C943-B1-AB-00601 dated 15th January 2016. Development shall only be carried out in accordance with the specifications, plans and drawings that are contained within the planning application dated 10th March 2016 Approved plans, drawings and specification documents are as follows:

REASON: To define the terms of the permission.
2) Timescale
The development hereby permitted shall be begun not later than the expiration of 3 years from the date of this permission. Written notification of the date of commencement shall be submitted to the Local Planning Authority within 7 days of such commencement.

REASON: To comply with section 91 of the Town and Country Planning Act 1990 as amended by the section 51 of the Planning and Compulsory Purchase Act 2004 and to enable the Local Planning Authority to monitor compliance with the conditions of the planning permission.
3) Pollution

No development hereby permitted shall take place unless and until the following details have been submitted to and approved in writing by the Local Planning Authority:
A Ground Investigation report incorporating gas and soil sampling as recommended by the applicant's submitted document Preliminary Contaminated Land identification report (QA Reference No. TBC), along with any necessary Remediation Method Statement(s) for the mitigation of plausible pollution pathways thereby identified.
The report as maybe approved shall be implemented in full and complied with at all times. The approved works shall only be undertaken by competent persons and follow the 'Model procedures for the Management of Land Contamination, CLR 11'.

REASON: Details are required to be submitted prior to commencement of the development in order to protect human health and the environment in accordance with Policy DM3 of the Core Strategy and Development Management Policies Document (2009) and saved policy GE17 of the Bedfordshire and Luton Minerals and Waste Local Plan.
4) Use of the buildings hereby permitted shall not commence unless and until the following details have been submitted to and approved in writing by the Local Planning Authority:

A validation report that demonstrates the effectiveness of all remediation measures implemented by any approved Remediation Method Statements(s). Works shall be undertaken by qualified professionals and follow the 'Model Procedures for the Management of Land Contamination, CLR 11'.The report as may be approved shall be complied with at all times

REASON: Details are required to be submitted prior to commencement of use in order to protect human health and the environment in accordance with Policy DM3 of the Core Strategy and Development Management Policies Document (2009).

Ecology

No Development shall take place (including any demolition, ground works and site clearance) unless and until a Precautionary Method of Working has been submitted to and approved in writing by the Local Planning Authority. The content of the method statement shall include the following details:a) Purpose and objectives for the proposed works;b) Detailed design and working method necessary to achieve stated objective;c) Extent and location of proposed works shown on appropriate scale maps and plans;d)Timetable for implementation, demonstrating that works are aligned with ecological constraints;e) persons responsible for implementing the works;f) Initial aftercare and long-term maintenance (where relevant);g) Disposal of any wastes (including invasive species) arising from worksThe works shall be carried out strictly in accordance with details as may be approved and shall be retained in that manner thereafter.REASON: Details are required to be submitted prior to commencement of the development in order to safeguard any habitat, protected or rare species against practices that otherwise may cause harm and to provide a safe method of working.
