Reason: To identify the approved plan/s and to avoid doubt.
3) No development shall take place above D.P.C/ground floor slab-level, until samples of the materials to be used in the construction of the external surfaces of the development hereby permitted have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.
(Section 7, NPPF)
4) A scheme shall be submitted for approval in writing by the Local Planning Authority indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be completed in accordance with the approved scheme before the dwelling is occupied and shall thereafter be so retained.

Reason: To safeguard the appearance of the completed development and the visual amenities of the locality.
(Section 7, NPPF)
5) No development shall take place above D.P.C/ground floor slab-level, until details of the method of disposal of foul and / or surface water drainage (which shall include S.U.D's drainage) have been submitted to and agreed in writing by the Local Planning Authority, including any land drainage system. The dwelling shall be occupied until the approved drainage scheme has been implemented.

Reason: To ensure that adequate foul and surface water drainage is provided and that existing and future land drainage needs are protected.
(Section 10, NPPF)
6) No development other than that required to be carried out as part of an approved scheme of remediation shall take place until conditions (a) to (d) below have been complied with. If unexpected contamination is found after development has begun, development must be halted on that part of the site affected by the unexpected contamination to the extent specified by the Local Planning Authority in writing until condition (d) has been complied with in relation to that contamination.

(a) Site Characterisation
An investigation and risk assessment, in addition to any assessment provided with the planning application, must be completed in accordance with a scheme to assess the nature and extent of any contamination on the site, whether or not it originates on the site. The contents of the scheme are subject to the approval in writing of the Local Planning Authority. The investigation and risk assessment must be undertaken by competent persons and a written report of the findings must be produced. The written report is subject to the approval in writing of the Local Planning Authority. The report of the findings must include:
A survey of the extent, scale and nature of the contamination;
An assessment of the potential risks to:
Human health
Property (existing or proposed) including buildings, crops, livestock, pets, woodland and service lines and pipes
Adjoining land
Ground waters and surface waters
Ecological systems
Archaeological sites and ancient monuments
An appraisal of remedial options, and proposal of the preferred option(s)

This must be conducted in accordance with DEFRA and the Environment Agency's 'Model Procedures for the management of Land Contamination, CLR 11'.

(b) Submission of Remediation Scheme
A detailed remediation scheme to bring the site to a condition suitable for the intended use by removing unacceptable risks to human health, buildings and other property and the natural and historical environment must be prepared, and is subject to the approval in writing of the Local Planning Authority. The scheme must include all works to be undertaken, proposed remediation objectives and remediation criteria, timetable of works and site management procedures. The scheme must ensure that the site will not qualify as contaminated land under Part 2A of the Environmental Protection Act 1990 in relation to the intended use of the land after remediation.

(c) Implementation of Approved Remediation Scheme
The approved remediation scheme must be carried out in accordance with its terms prior to the commencement of development other than that required to carry out remediation, unless otherwise agreed in writing by the Local Planning Authority. The Local Planning Authority must be given two weeks written notification of commencement of the remediation scheme works.

Following completion of measures identified in the approved remediation scheme, a verification report that demonstrates the effectiveness of the remediation carried out must be produced, and is subject to the approval in writing of the Local Planning Authority.

(d) Reporting of Unexpected Contamination
In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment must be undertaken in accordance with the requirements of condition (a), and where remediation is necessary a remediation scheme must be prepared in accordance with the requirements of condition (b), which is subject to the approval in writing of the Local Planning Authority.

Following completion of measures identified in the approved remediation scheme a verification report must be prepared, which is subject to the approval in writing of the Local Planning Authority in accordance with condition (c).

Reason: This is a pre-commencement condition as it is important that the existence and remediation of any contamination is known before development commences, as pre-cautionary measures may need to be incorporated within the structure of the building, in order to ensure that risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property and ecological systems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors.
(Section 11, NPPF)
7) The existing vehicular access shall be reconstructed and resurfaced in tarmacadam or other durable, bound and porous, where possible material   for a distance of 5.0m into the site, measured from the highway boundary, before the replacement dwelling is occupied.  Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
8) No demolition or construction works shall commence until a dusk and dawn bat survey have been undertaken, and any necessary mitigation measures to ensure favourable conservation status shall be carried out, and the dwelling hereby permitted shall not be occupied until those measures have been carried out, and 2 integrated bat boxes has been installed within the fabric of the building.

Reason: Reason: This is a pre-commencement condition as it is important that the existence of protected species is clarified prior to the building works commencing as measures may need to be incorporated in to the buildings structure, to ensure that the existence of protected species on site is not affected, and to ensure that an enhanced habitat is provided. This condition is necessary in order to comply with E.U Directive in relation to protected species.
(Section 11, NPPF)
9) If more than 1 year elapse(s) between the previous protected species survey and the due commencement date of works, an updated protected species survey shall be carried out by a suitable qualified ecologist. A report confirming the results and implications of the assessment, including any revised mitigation measures, shall be submitted to approved in writing by the Local Planning Authority before construction works commence on site. The mitigation measures shall be implemented in full in accordance with the agreed time scales.

Reason: To ensure the status of [protected species] on site has not changed since the last survey.
(Section 11, NPPF)
10) No development shall take place above D.P.C/ground floor slab-level until a landscaping scheme to include all hard and soft landscaping and a scheme for landscape maintenance for a period of five years following the implementation of the landscaping scheme have been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season means the period from October to March). The trees, shrubs and grass shall subsequently be maintained in accordance with the approved landscape maintenance scheme and any which die or are destroyed during this period shall be replaced during the next planting season.

Reason: To ensure an acceptable standard of landscaping.
(Sections 7 & 11, NPPF)
11) Notwithstanding the provisions of Part 1, Class A of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no extensions to the dwelling hereby permitted shall be carried out without the grant of further specific planning permission from the Local Planning Authority.

Reason: To control the external appearance of the building in the interests of the amenities of the area and the open-ness of the green belt.
(Section 7, NPPF)
12) Notwithstanding the provisions of Part 1 Class E of Schedule 2 to the Town and Country (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no buildings or other structures shall be erected or constructed within the curtilage of the property without the grant of further specific planning permission from the Local Planning Authority.

Reason: To control the development in the interests of the visual amenity of the area and the open-ness of the green belt.
(Section 7, NPPF)
