Conditions or Reasons for Planning Application - CB/16/01553/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of planning permission reference CB/15/02304/FULL.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Materials used in the construction of the external surfaces of the development shall be:

Houses:
Grey slate roof tiles
Buff facing brick
Weatherboarding
White uPVC windows

Car ports:
Clay pantiles
Weatherboarding
Buff brick plinths

Reason: To ensure that the appearance of the development is acceptable in accordance with Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
3) Final ground and slab levels of the buildings hereby approved shall be in accordance with those shown on plan number 04A.

Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings and public areas in accordance with Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
4) Hard and soft landscaping and boundary treatment shall be completed at the site in accordance with the details shown on plan numbers 04A and 70A prior to the first occupation of any dwelling at the site.

Reason: To ensure an acceptable standard of landscaping is provided at the site in accordance with Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
5) None of the dwellings hereby approved shall be occupied until all access and junction arrangements serving the development have been completed in accordance with the approved plans and all other existing access points within the highway frontage of the site have been stopped-up by raising the existing dropped kerb and reinstating the footway to the same line, level and detail as the adjoining footway.

Reason: To secure a satisfactory access appropriate to the development, in the interest of public safety and convenience.
6) The development shall be carried out in accordance with the details contained within the submitted Construction Traffic Management Plan.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the site in accordance with Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
7) The development shall not be occupied or brought into use until the parking scheme shown on plan number 04A has been completed. The scheme shall thereafter be retained for this purpose.

Reason: To ensure provision for car parking clear of the highway in accordance with Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
8) Prior to its installation, a specification for any geotextile demarcation layer shall be submitted to and approved in writing by the Local Planning Authority and it shall be installed as approved.
Prior to the first occupation of any dwelling at the site, a Validation Report shall be submitted to and approved in writing by the Local Planning Authority confirming that within areas of soft-landscaping, all made ground and natural topsoil has been excavated to natural strata and replaced with acceptable clean imported soil; or, if made ground or stockpiles are retained, they should be capped with acceptable clean imported soils over a geotextile demarcation layer. Capping thickness shall be 250mm deep within shared amenity areas or 600mm in private garden areas.The British Standard for Topsoil, BS 3882:2007, specifies requirements for topsoils that are moved or traded and should be adhered to.
Applicants are reminded that, should groundwater or surface water courses be at risk of contamination during or after development, the Environment Agency should be approached for approval of measures to protect water resources separately, unless an Agency condition already forms part of this permission.
Reason: The details are required prior to commencement to protect human health and the environment in accordance with policy DM3 of the Core Strategy and Development Management Policies (2009). 
9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 01B, 02, 04A, 07D, 08C, 09D, 10C, 11D, 16, 17, 70A, Construction Traffic Management Plan, Phase 1 Environmental Risk Assessment and Phase 2 Environmental Risk Assessment

Reason: To identify the approved plan/s and to avoid doubt
