Conditions or Reasons for Planning Application - CB/16/01588/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) No works for the new dwelling hereby approved shall take place until details of two replacement parking spaces measuring 2.5m x 5.0m each for the existing dwelling, with a triangular vision splay on each side of the new access drive measuring 2.8m along the back edge of the highway from the centre line of the anticipated vehicle path to a point 2.0m measured from the back edge of the highway into the site along the centre line of the anticipated vehicle path, and details of surfacing in bituminous or other similar durable material for a distance of 5.0m into the site, measured from the highway boundary shall be submitted to and approved in writing by the Local Planning Authority and construction of the new dwelling shall not commence until the replacement parking, visibility splay and surfacing and drainage has been constructed in accordance with the approved details.

The vision splay so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level and arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: To provide adequate replacement on site parking provision, pedestrian visibility and adequate surfacing and drainage so as not to discharge into the public highway
3) No building shall be occupied until the junctions of the proposed vehicular accesses with the highway have been constructed in accordance with the approved details (re: condition 2).

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
4) The proposed vehicular access for the new dwelling shall be surfaced in bituminous or other similar durable material (not loose aggregate) for a distance of 5.0m into the site, measured from the highway boundary, before the premises are occupied. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety.
5) Before the new accesses are first brought into use, the existing access located at the north and rear of the site, not incorporated in the accesses hereby approved shall be closed in a manner to the Local Planning Authority's written approval.

Reason: In the interest of road safety and to reduce the number of points at which traffic will enter and leave the public highway.
6) The materials to be used for the external walls and roof shall accord with the details set out on the application form unless otherwise agreed in writing by the Local Planning Authority.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match/complement the existing building and the visual amenities of the locality.
7) Notwithstanding the provisions of Part 1, Class A of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no extensions to the building hereby permitted shall be carried out without the grant of further specific planning permission from the Local Planning Authority.

Reason: To control the external appearance of the building in the interests of the amenities of the area.

8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers BPC/351/04; and CBC/001.

Reason: To identify the approved plans and to avoid doubt.
