Conditions or Reasons for Planning Application - CB/16/01762/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building. The fencing shall be finished in a natural colour or stained brown, unless otherwise agreed in writing by the Local Planning Authority.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) No development shall commence until a Landscape Planting Method Statement has been submitted to the Local Planning Authority for approval, which shall set out a working methodology, based on good horticultural practice, to demonstrate that sufficient rooting medium, and a satisfactory planting procedure, can be accommodated along the 400mm strip to the front of the new fence. Unless otherwise agreed the planting strip shall accommodate the planting of a row of Cotoneaster horiziontalis wall shrubs, which shall be planted as container grown specimens, supplied in 3 litre pots, and planted 40cm apart along the planting row. The approved Method Statement shall be fully implemented during the first planting season (November to March) following installation of the new fence, and the plants shall be maintained for a period of 5 years until satisfactorily established, with any losses replanted in strict accordance with the said Method Statement, in the planting season following loss.

Reason: To ensure the secure successful planting and establishment of suitable wall shrubs, in mitigation of alleviating the visual impact caused by the new fence, by demonstrating that the difficulties in providing sufficient rooting medium, in a potentially restricted planting area, can be overcome, and can subsequently allow for suitable planting in accordance with good horticultural practice.

4) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plan, number 15/168.1B.

Reason: To identify the approved plan and to avoid doubt.
