Conditions or Reasons for Planning Application - CB/16/01772/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out and finished with materials as detailed in the application.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) No development shall commence until details of the raft foundation specification and a Construction Method Statement have been submitted to and approved in writing by the Local Planning Authority, clearly showing the maximum depth of excavation required. The raft foundation shall be fit for purpose, and be designed by a qualified engineer to cause the minimum soil disturbance, recognising that the majority of tree roots are in the upper 600mm of soil surface. The foundation shall be constructed in strict accordance with the approved details

Reason: A pre commencement condition is required to ensure that the root system of Oak tree T1 is protected from damage caused by the provision of foundation construction.

4) No development shall commence until the Oak tree (T1) has been crown lifted by pruning the ends of the lower sub- lateral branches to give up to a maximum ground clearance of 3.5m, without removing any major limbs. The work shall be carried out by a competent arboriculturalist, and must comply with BS 3998 : 2010 "Tree work - Recommendations". No further tree work shall be carried out on this tree without the consent of the Local Planning Authority.

Reason: A pre commencement condition is required to ensure that the required access facilitation pruning required on the tree is not exceeded, nor is excessive, and that it is carried out to the required standard of competence and quality of workmanship.

5) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plan numbers 2016/0309/01, CBC/001, CBC002.

Reason: To identify the approved plans and to avoid doubt.
