Conditions or Reasons for Planning Application - CB/16/02465/FULL
Conditions or Reasons:
1) The proposed annex would not demonstrate clear connections to the host dwelling and would therefore be tantamount to the creation of a new dwelling in a backland location. This would result in an unsatisfactory form of development which would detract from the character and amenity of the surrounding area. The proposal is therefore contrary to the principles of good design set out in Section 7 of the National Planning Policy Framework, Policy BE8 of the South Bedfordshire Local Plan Review and the Central Bedfordshire Design Guide.
2) The proposed first floor enlargement of the outbuilding would, because of its size, bulk and incongruous design, appear dominant and out of character with the rear garden environment of Garden Road, and would be harmful to the visual amenities of this environment and of nearby residents. The proposal is therefore contrary to Section 7 of the National Planning Policy Framework, Policy BE8 of the South Bedfordshire Local Plan Review and the Central Bedfordshire Design Guide.
3) The proposed development would, because of the proposed first floor front window and first floor side roof lights, result in an unacceptable loss of privacy to the occupiers of Nos. 38 and 42 Garden Road. The proposal is therefore contrary to the principles of good design as set out in Section 7 of the National Planning Policy Framework, Policy BE8 of the South Bedfordshire Local Plan Review and the Central Bedfordshire Design Guide.
