Refusal Reason:
The site is outside of the Greenfield Settlement Envelope and is within the open countryside. The proposed development would be harmful to the character and setting of Greenfield village, and the surrounding countryside due to visual intrusion from substantial built development into an open and largely undeveloped rural area and because the linear form of development would be out of character with the grain and pattern of development in the area. The proposed development does not therefore, constitute sustainable development given the environmental harm that would result. No material planning considerations have been put forward or identified that would overcome this conflict. The development would be in conflict with the objectives and policies of the National Planning Policy Framework (2012) and contrary to Policies DM3 (High Quality Development) and DM4 (Development Within and Outside of Settlement Envelopes) of the Central Bedfordshire Core Strategy and Development Management Policies (2009). |

No development shall take place until a phase 2 investigation report, as recommended by the Listers Geotechnical Consultants Ltd report dated 26th July 2016 (Ref: 16.06.031), has been submitted to and approved in writing by the Local Planning Authority. Where found to be necessary by the phase 2 report a remediation strategy specifying the measures to be taken, including the timescale, to remediate the site to render it suitable for the approved development shall be submitted to and approved in writing by the local planning authority. The site shall be remediated in accordance with the approved measures and timescale and a verification report shall be submitted to and approved in writing by the local planning authority. If, during the course of development, any contamination is found which has not been previously identified, work shall be suspended and additional measures for its remediation shall be submitted to and approved in writing by the local planning authority. The remediation of the site shall incorporate the approved additional measures and a verification report for all the remediation works shall be submitted to the local planning authority within 30 days of the report being completed and approved in writing by the local planning authority |

No development shall take place until further surveys to establish the species of bats and roost type(s) within buildings B01 and B02, as recommended by the Prime Environment report dated May 2016 (Ref: 0151.0002), have been submitted to and approved in writing by the Local Planning Authority. Where found to be necessary by these surveys, a mitigation strategy specifying the measures to be undertaken to protect the bats shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be implemented in accordance with the approved mitigation strategy. |

These areas shall thereafter be kept available for these purposes. |

The development shall be constructed in accordance with the approved Tree Protection Plan (Ref 2926.TPP). The temporary tree protective fencing shall be maintained until all equipment, machinery and surplus materials have been removed from the site. Nothing shall be stored or placed within any fenced area, and the ground levels within those areas shall not be altered, nor shall any excavation be made, without the prior written consent of the local planning authority. |
