Conditions or Reasons:
1) The proposed mast, by reason of its height, diameter, form and location, would be particularly visually intrusive in this open part of the residential estate and its visual dominance would be materially out of scale with local character. The proposed cabinet would also, by reason of its height, width and location, be visually out of scale with its surroundings and comprise a crude and unsympathetic feature in an open plan layout. It is considered that the need for an installation of this form in this location has not been demonstrated and that it has not been shown that other less visually damaging options could not be achieved. The proposal fails to constitute good design and is therefore contrary to Planning Policy Statement 1. Insofar as a fuller treatment of alternative options and landscaping has not taken place the proposal would not reasonably satisfy the requirements of Planning Policy Guidance 8. The proposal also fails Policy ENV7 of the East of England Plan and Policy BE8 of the South Bedfordshire Local Plan Review.
