Conditions or Reasons:
1) The proposed garage, because of its size and inappropriate siting and incongruous relationship with the Grade 1 Listed Church of Saint Mary, fails to conserve or enhance the setting of the listed church in a manner that would be harmful to the historic character of the listed Building and historic and functional relationships of the street scene with the listed church. The level of harm to the significance of the Grade 1 listed building is not outweighed by public benefits to warrant approval of the proposal. The proposal is therefore contrary to the National Planning Policy Framework (paragraphs 132 and 134) and Policies DM13 and CS15 of the Central Bedfordshire Core Strategy and Development Management Policy Document 2009.
