Conditions or Reasons for Planning Application - SB/09/00153/FULL
Conditions or Reasons:
1) The proposed development would, by reason of its overall massing and siting, be visually obtrusive and overbearing, harmful to the character and appearance of the local surroundings and the setting of the site generally and detrimental to the residential amenity of the adjoining property. The proposal would, therefore, be contrary to the principles of good design set out within national guidance in Planning Policy Statement 1 'Delivering Sustainable Development', Planning Policy Statement 3 'Housing' and to Policies BE8 and H12 of the South Bedfordshire Local Plan Review.
2) The Local Planning Authority seeks to preserve the high quality of the landscape of the Chilterns Area of Outstanding Natural Beauty and to resist development which would have an adverse effect on it. To permit this proposal would have an adverse effect on the landscape and natural beauty of the area contrary to the principles of good design set out within national guidance in Planning Policy Statement 1 'Delivering Sustainable Development', Planning Policy Statement 7,'Sustainable Development in Rural Areas', Planning Policy Statement 3 'Housing' and to Policies BE8 and H12 of the South Bedfordshire Local Plan Review.
3) The proposal would conflict with Policy 7 of the Bedfordshire Structure Plan 2011 and Policy NE3 of the South Bedfordshire Local Plan Review, which state that development which would adversely affect the character of areas defined as being of Great Landscape Value will not normally be permitted. To permit this proposal would have an adverse effect on the landscape.
