Conditions or Reasons for Planning Application - CB/16/02810/FULL
Conditions or Reasons:
1) The site is washed over by the South Bedfordshire Green Belt, where new residential development is considered to be inappropriate and therefore harmful to the Green Belt by definition. The proposed development would also have a detrimental impact on the openness of the Green Belt and would conflict with two of the five purposes for including land within the Green Belt. The case for 'very special circumstances' that has been submitted is not considered to outweigh the harm that would be caused to the Green Belt by the proposed development. The proposal is thus contrary to Section 9 of the National Planning Policy Framework.
2) The proposal, if permitted, would constitute an unjustifiable extension of the built up area of the village of Heath and Reach beyond its present limits, and would intrude into an area of open and undeveloped land which physically separates the village from the northern periphery of Leighton Buzzard to the detriment of the appearance and rural character of the site and its surroundings. The proposal would conflict with Section 7 of the National Planning Policy Framework and Policy BE8 of the South Bedfordshire Local Plan Review.
3) The proposal would, due to its location, scale, design, layout and use of inappropriate boundary treatment, result in the urbanisation of the site and would result in a dwelling that would be overbearing in bulk and mass in a manner which would result in less than substantial harm to the Conservation Area and the setting of the Grade II St Leonard's Church and the Grade II * Listed Heath Manor. The identified public benefits of the scheme would not outweigh the harm that would be caused to these heritage assets as a result for the proposal. The proposal is thus contrary to Section 12 of the National Planning Policy Framework.
4) The application contains insufficient information to show that the development would not result in harm to Great Crested Newts, which are included within Schedule 4 of the Habitats Directive. The proposal is therefore contrary to Section 11 of the National Planning Policy Framework.
