Conditions or Reasons for Planning Application - CB/16/02811/LB
Conditions or Reasons:
1) The proposal would, due to its location, scale, design, layout and use of inappropriate boundary treatment, result in the urbanisation of the site and would result in a dwelling that would be overbearing in bulk and mass in a manner which would result in less than substantial harm to the Conservation Area and the setting of the Grade II St Leonard's Church and the Grade II * Listed Heath Manor. The identified public benefits of the scheme would not outweigh the harm that would be caused to these heritage assets as a result of the proposal. The proposal is thus contrary to Section 12 of the National Planning Policy Framework.
