Conditions or Reasons:
1) The application site is too restricted in size for the proposed development which would appear cramped in relation to adjoining buildings and out of character with the surrounding grain and pattern of development. The proposal is therefore contrary to the principles of good design as set out in Section 7 of the National Planning Policy Framework, Policies BE8 & H2 of the South Bedfordshire Local Plan Review and the Central Bedfordshire Design Guide.
2) The proposed development would, because of its siting, scale and the positioning of the windows, appear unduly overbearing and result in an unacceptable loss of privacy to existing and future occupiers of the host dwelling, No. 40 Russell Way. The proposal is therefore contrary to the principles of good design as set out in Section 7 of National Planning Policy Framework, Policies BE8 and H2 of the South Bedfordshire Local Plan Review and the Central Bedfordshire Design Guide.
3) The proposed development would provide cramped living conditions to future occupiers and would not provide any outdoor amenity space with sufficient levels of privacy. The proposal is therefore contrary to the principles of good design as set out within Sections 6 and 7 of the National Planning Policy Framework, Policies BE8 and H2 of the South Bedfordshire Local Plan Review and the Central Bedfordshire Design Guide.
4) The applicant has not included adequate provision of space within the site for parking of vehicles clear of the highway. The development if permitted would therefore be likely to lead to additional on-street parking to the detriment of public and highway safety. The proposal is therefore contrary to Policies BE8 and H2 of the South Bedfordshire Local Plan Review, the Central Bedfordshire Design Guide and Section 4 of the National Planning Policy Framework.
