Conditions or Reasons for Planning Application - CB/16/03795/FULL
Conditions or Reasons:
1) The site lies outside of the settlement boundary for Millbrook village. The proposal would not constitute the re-use of a redundant or disused building but is tantamount to a new dwelling in the open countryside. No special circumstances have been demonstrated to support the proposed changes to the existing permission which would result in a much taller, larger and more imposing dwelling which would have a detrimental impact on the visual appearance and rural character of the locality contrary to policy DM4 of the Development Strategy for Central Bedfordshire and section 6 of the NPPF.
2) The proposal (by way of its form, bulk and height) would have a negative impact on the conversion of the farm building and upon the character of the Millbrook Conservation Area and would fail to satisfy the provisions of Section 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as supported by the aims of Section 12 of the NPPF.
