Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt and the proposal does not constitute infill development as the site is located in countryside outside of and not within the village of Kensworth. It would also not comply with the definition of infill as set out within Policy H12 of the South Bedfordshire Local Plan Review as the site is not located within a built up residential frontage and the proposal would have an adverse impact on the setting of the site and the character of the area. The proposal is inappropriate development within the Green Belt and would be harmful by reason of inappropriateness, loss of openness and detrimental visual impact and would conflict with the purposes of including land within the Green Belt by way of encroachment of the countryside. Very special circumstances that would outweigh the identified harm have not been established in this case. The proposal is therefore contrary to Section 9 of the National Planning Policy Framework and Policy H12 of the South Bedfordshire Local Plan Review.
2) The proposal would consolidate existing sporadic development in a rural location which is outside the built-up part of the village of Kensworth and would be detrimental to the appearance and rural character of the area, which lies with the Chilterns Area of Outstanding Natural Beauty and an Area of Great Landscape Value. The proposal is therefore contrary to Sections 7 and 11 of the National Planning Policy Framework and Policies BE8 and NE3 of the South Bedfordshire Local Plan Review.
