Conditions or Reasons for Planning Application - CB/16/04005/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The buildings shall be finished with timber clad walls and slate roofs unless otherwise agreed in writing with the Local Planning Authority.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials appropriate to the rural location of the development.

3) The planting and landscaping scheme shown on approved Drawing No. Figure 2 and Landscape Proposals Specifications and Management Plan: Mead Open Farm Nursery School dated July 2016 shall be implemented by the end of the full planting season immediately following the completion and/or first use of the development (a full planting season shall mean the period from October to March). The trees, shrubs and grass shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season with others of a similar size and species.

Reason: To ensure an acceptable standard of landscaping within the rural area.

4) Upon the first occupation of the development hereby approved the measures set out within the Travel Plan Statement dated October 2016 shall be implemented. The agreed measures include:

The appointment of a School Travel Plan Coordinator
Marketing and promotion of sustainable transport choices to parents and pupils, including the provision of welcome packs. Welcome pack to include:
Site specific travel and transport information,
Details of relevant pedestrian, cycle and public transport routes to/ from and within the site.
Copies of relevant bus and rail timetables.
Monitoring upon first occupation and annually thereafter including submission of an annual monitoring report and participation in Central Bedfordshire Council's Annual school travel survey

Reason: To promote sustainable transport.

5) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers Figure 1, Figure 2.

Reason: To identify the approved plans and to avoid doubt.
