| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
2)
No development shall take place until samples of the materials to be used in the construction of the external surfaces of the development hereby permitted have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.
Reason: To control the appearance of the building in the interests of the visual amenities of the locality. (Section 7, NPPF) |

Any access at the rear of the site, taking access from the existing access, shall be for pedestrian access only and NOT for vehicular access unless otherwise agreed in writing by the Local Planning Authority.
Reason: For the avoidance of doubt. |
4)
Before development commences the applicant shall make best endeavours to provide the existing garage users with alternative parking provision of existing on street layby parking, alternative garage parking or parking within the curtilage of their property.
Reason: To avoid parking provision displacement onto the public highway where it will cause an obstruction to users of the public highway. |

Before the premises are first occupied all on site vehicular areas shall be surfaced in stable and durable materials in accordance with details to be approved in writing by the Local Planning Authority. Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system.
Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits. |

Before the development is first brought into use, the proposal shall be carried out and completed in all respects in accordance with the access siting and layout, parking provision inclusive of visitor parking, refuse collection points and cycle parking provision illustrated on the approved drawing no. P(100) Revision C and defined by this permission and, notwithstanding the provision of the Town and Country Planning General Permitted Development Order 2015, (or any Order revoking or re-enacting that Order) there shall be no variation without the prior approval in writing of the Local Planning Authority.
Reason: To ensure that the development of the site is completed insofar as its various parts are interrelated and dependent one upon another and to provide adequate and appropriate access arrangements at all times. |

A scheme shall be submitted for approval in writing by the Local Planning Authority indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be completed in accordance with the approved scheme before the use hereby permitted is commenced and be thereafter retained.
Reason: To safeguard the appearance of the completed development and the visual amenities of the locality. (Section 7, NPPF) |

A validation report that demonstrates the effectiveness of all remediation measures recommended in the submitted ASL Site Investigation, January 2017 (Ref: 255-15-375J-09), including certification of replacement material shall be submitted to, and approved in writing by, the Local Planning Authority prior to the first occupation of the dwellinghouses. Works shall be undertaken by qualified professionals and follow the 'Model Procedures for the Management of Land Contamination, CLR 11'.
Reason: To ensure that the site is suitable for its end use and to protect human health and the water environment. (Section 11, NPPF) |
9)
The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 27539-N (P) 101; 27539-N (P) 100/ rev C; 15453-Topo-23; Site Investigation, Land at Newtown, Potton, ASL Report No. 255-15-375J-09 (January 2016).
Reason: To identify the approved plans and to avoid doubt. |
