Conditions or Reasons for Planning Application - CB/16/04521/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) The first floor window in the east facing elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the window which can be opened are more than 1.7m above the floor of the room in which the window is installed. No further windows or other openings shall be formed in this east facing elevation at first floor level.
Reason: To safeguard the privacy of occupiers of adjoining properties

3) In the absence of any detailed information submitted with the planning application relating to demolition and construction, no development shall take place until a construction method statement has been submitted to and approved in writing by the Local Planning authority. The approved statement shall include:

The hours of construction works and deliveries;
Parking of vehicles for site operatives and visitors
Loading and unloading of plant and materials
Storage of plant and materials used in constructing the development
Wheel washing facilities
Construction traffic routes; and
Details of the responsible person who can be contacted in the event of complaint


Reason: To maintain access to the neighbouring properties and ensure the safe operation of the local road network during the construction period. This pre-commencement condition is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works.
4) No development shall take place until details of special foundations to be used for the construction of the side extension, such as pile and beam, have been submitted to and approved by the Local Planning Authority.
The special foundation shall be designed by a suitably qualified structural engineer and shall serve to protect the rooting medium and root system of an adjacent
Scots Pine tree. The approved design shall then fully implemented in strict accordance with the build specification.

REASON

To safeguard the root system of an adjacent off-site Scots Pine tree from excavation works, by avoiding the need for deeper strip foundation excavations within the likely Root
Protection Area for this tree, this safeguarding its health, stability and amenity value. This pre-commencement condition is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works.
5) No development shall take place until details of access facilitation pruning of the adjacent off-site Scots Pine, needed to accommodate the side extension, have been submitted to and approved by the Local Planning Authority outlining the minimum degree of crown lifting works required to facilitate required construction and access. The approved tree work specification shall then be carried out prior to the commencement of construction, and shall be undertaken by a qualified arborist, who can carry out working practices that conform to BS 3998 : 2010 "Tree Work - Recommendations".

REASON
To ensure that only the minimum required tree works are undertaken in order to allow the side extension to be constructed, and that such tree work is carried out to a high standard of workmanship in the interests of maintaining good health and amenity value of the specimen. This pre-commencement condition is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works.
6) No development shall take place until drawings of all new and proposed replacement windows and doors to a scale of 1:10 or 1:20, together with a specification of the materials and finishes has been submitted to and approved in writing by the Local Planning Authority. Details provided shall clearly show a section of the glazing bars, frame mouldings, door panels, the position of the door or window frame in relation to the face of the wall, the depth of the reveal and arch and sill details. The development shall be carried out only in accordance with the approved details.
Reason: To ensure that the proposed development/work is carried out in a manner that safeguards the historic character and appearance of the area. This pre-commencement condition is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works.

7) Notwithstanding the details submitted with this application no works shall take place until details of the materials to be used for external windows, doors, walls, roofs and rainwater goods of the proposed extension and alterations have been submitted to and approved in writing by the Local Planning Authority. The development/work shall be carried out only in accordance with the approved details.

Reason: To ensure that the development/work is in keeping with the existing building. (Section 12 NPPF).
8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 1915/P/03, 1915/P/04, 1915/P/02/B, 1915/P/01
Reason: To identify the approved plan/s and to avoid doubt.
