1) As the proposed outbuilding would not be for purposes incidental to the enjoyment of the dwellinghouse it would not comply with Class E of the Town and Country Planning (General Permitted Development) Order 2015 (as amended), it would not be considered to be permitted development. Therefore, the proposed development would not be considered Lawful, and planning permission is required.
