Conditions or Reasons for Planning Application - CB/09/05167/TP
Conditions or Reasons:
1) The South Bedfordshire Local Plan Review states that proposals for the re-use of buildings in the Green Belt for residential purposes will not be permitted unless they fulfil an identified local need for affordable housing or it can be demonstrated that every attempt has been made to secure a suitable business re-use or that the proposal is a subordinate part of a scheme for business re-use. The proposal does not meet these criteria and would therefore constitute inappropriate development within the Green Belt being contrary to the advise contained in Planning Policy Guidance Note 2: 'Green Belts' and Policy NE12 of the South Bedfordshire Local Plan Review.
2) The South Bedfordshire Local Plan Review states that proposals for the re-use of buildings in the Green Belt will not be permitted unless they are capable of conversion without extensive alteration, rebuilding or extension, the conversion works would be sympathetic to the character and appearance of the building, the proposed use would not have a materially greater impact than the present use on the openness of the Green Belt and would not create amenity, traffic, access or other environmental problems. The proposal does not meet these criteria and would therefore be inappropriate development, harmful to the openness of the Green Belt and therefore contrary to national advice contained in Planning Policy Guidance Note 2 :'Green Belts', Planning Policy Statement 7: 'Sustainable Development in Rural Areas' and to Policy NE12 of the South Bedfordshire Local Plan Review.
3) The proposed conversion works to Barn 1, which is listed as being of Special Architectural or Historic Interest, by virtue of the extent of the first floor accommodation and internal partitioning to be inserted within the building together with other proposed alterations , would be likely to cause unacceptable harm to the special architectural and historic interest of the listed building and may have an adverse impact on its historic and structural integrity.. The proposal is therefore contrary to national guidance contained in Planning Policy Guidance Note 15, 'Planning and the Historic Environment'.
4) The proposed development would result in the loss of an area of essentially undeveloped and open land which provides an important break within this semi-rural street scene and which makes a significant contribution towards the designated Stanbridge Area of Special Character. It would result in a more urbanised form of built development, harmful to the character and appearance of the locality. The proposal is therefore contrary to Policies BE8 and BE6 of the South Bedfordshire Local Plan Review.
