Conditions or Reasons for Planning Application - CB/16/05641/FULL
Conditions or Reasons:
1) The proposed new dwelling would result in an intensification of use of Lydds Hill and its associated junctions which would be detrimental to highway safety and convenience. As such the proposal is contrary to Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies, and the NPPF (Section 4).
2) The proposed extension to an existing ancillary building to facilitate a new dwelling would represent inappropriate development within the Green Belt. Furthermore, the proposed additions to the building to facilitate a dwelling would add to the built up nature of the site, which is located in an rural position beyond the settlement envelope. As such, the proposed development, being inappropriate development in the Green Belt, clearly visible to public views and harmful to the open character and rural appearance of this part of the open countryside, is contrary to the NPPF and Policies DM3 and DM4 of the Core Strategy and Development Management Policies 2009.
3) The proposal would result in an unacceptable form of development in that it would have an adverse impact on the amenities of the existing property by virtue of overlooking from the proposed lounge windows. In addition the proposal shows no provision for private amenity space to serve the occupants of the proposed dwelling. As such the proposal is contrary to Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies, and the Central Bedfordshire Design Guide 2014.
