Conditions or Reasons for Planning Application - CB/16/05740/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All demolition work shall be carried out in strict accordance with the Method Statement for the Demolition of Existing Garages received on 15 March 2017.

Reason: To protect the existing canopy spread of retained trees from damage incurred through all demolition activity, in order to maintain their natural appearance, health and amenity value.

3) Before the development is first brought into use, a triangular vision splay shall be provided on the eastern side of the proposed parking spaces and shall measure 2m measured along the centre line of the parking space from the channel of the access road, to a point 4m measured from the centre of the parking space along the access road to the western corner of the proposed dwelling. The vision splay so described shall be maintained free from obstruction.

Reason: To maximise visibility between the existing access road and the proposed parking bays and to make the access safe and convenient for the traffic which is likely to use it.

4) Before the premises are occupied all on site vehicular areas shall be surfaced in a stable and durable material. Arrangements shall be made for surface water drainage from the site to soak away within the site so that it does not discharge into the highway or into the main drainage system.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site so as to safeguard the interest of highway safety and reduce the risk of flooding and to minimise inconvenience to users of the premises and ensure satisfactory parking of vehicles outside highway limits.

5) The proposed development shall be carried out and completed in all respects in accordance with the access siting and layout illustrated on the approved plan No.2216-L3F and defined by this permission and, notwithstanding the provision of the Town and Country Planning General Permitted Development Order 2015, (or any Order revoking or re-enacting that Order) there shall be no variation without the prior approval in writing of the Local Planning Authority.

Reason: To ensure that the development of the site is completed insofar as its various parts are interrelated and dependent one upon another and to provide adequate and appropriate access arrangements at all times.

6) Prior to the first occupation of the dwelling on the site, a scheme for the provision of waste receptacles for the dwelling shall be submitted to and agreed in writing by the Local Planning Authority. The receptacles shall be provided before occupation takes place.

Reason: In the interest of residential amenity and to reduce waste generation in accordance with the Councils's Minerals and Waste Local Plan 2014, Policy WSP5 and the adopted SPD "Managing Waste in New Developments" (2006).
7) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers 2216-L1A, 2216-L2A, 2216-L3F and 2216-P1E.

Reason: To identify the approved plans and to avoid doubt.
