Conditions or Reasons for Planning Application - CB/16/05809/OUT
Conditions or Reasons:
1) The site lies within the South Bedfordshire Green Belt, where permission will not be granted except in very special circumstances for development for purposes other than those uses listed in paragraph 89 of the National Planning Policy Framework. No very special circumstances have been established in this case to outweigh the harm to the Green Belt. The harm would comprise harm by reason of inappropriateness, harm by reason of impact on openness, harm to the character and appearance of the area and encroachment into open countryside. The proposal is therefore contrary to the National Planning Policy Framework (NPPF).
2) The site is in an isolated location outside the Flitwick Settlement Envelope within the open countryside. The proposed development would be harmful to the character and setting of the surrounding countryside due to visual intrusion from intensification of built development into an open and largely undeveloped rural area. The development would also be reliant on the private car to serve the day to day travel needs of residents of the proposed dwellings. The proposed development does not therefore, constitute sustainable development given the environmental harm that would result.   No material planning considerations have been put forward or identified that would overcome this conflict. The development would be in conflict with the objectives and policies of the National Planning Policy Framework (2012) and contrary to policy DM4 (Development Within and Outside of Settlement Envelopes) of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
3) The proposed development would result in the intensification of use of a substandard access which makes no provision for adequate driver/driver intervisibility in both the horizontal and vertical plane and would lead to conditions of danger and inconvenience to users of the highway and the property. As such the proposal would be contrary to Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies (2009) and the National Planning Policy Framework (2012).
