Conditions or Reasons for Planning Application - CB/16/05878/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) No development shall take place until a written scheme of archaeological investigation; that includes post excavation analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The development hereby approved shall only be implemented in full accordance with the approved archaeological scheme.

Reason: This condition is pre-commencement as a failure to secure appropriate archaeological investigation in advance of development would be contrary to paragraph 141 of the National Planning Policy Framework (NPPF) that requires developers to record and advance of understanding of the significance of any heritage assets to be lost (wholly or in part) as a consequence of the development.
4) Development shall not commence until a method statement for the demolition and construction phase of the building has been submitted to, and approved in writing by, the local planning authority. The statement shall indicate where deliveries will be made and the location of the storage of materials. The demolition and construction phases of the development shall accord with the approved method statement for the duration of the works.

Reason: To ensure adequate road safety during the demolition and construction phases of development.
5) All works to or affecting trees on or adjoining the site shall be carried out in accordance with the relevant recommendations of BS3998 2010 and the submitted BS5837 (2012) Tree Survey, ecus, June 2016.

Reason: To safeguard the existing trees on the site in the interests of visual amenity.

6) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers AE(0-)A01/1; AE(0-)A02; AE(0-)A03; AG(0-)A01; AG(0-)A02/1; AG(0-)A03; AG(5-)A01; AG(6-)A01; BS5837 (2012) Tree Survey, ecus, June 2016; Historic Environment Desk-based Assessment, ecus, June 2016; Design and Access Statement (December 2016);

Reason: To identify the approved plan/s and to avoid doubt.
