Conditions or Reasons for Planning Application - CB/17/00841/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Prior to the construction phase, notwithstanding the details submitted with the application, details of the materials to be used for the external walls and roofs of the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details.

Reason: To control the appearance of the building in the interests of the visual amenities of the locality.

3) Prior to development, an Arboricultural Method Statement shall be submitted to the Local Planning Authority for approval, clearly specifying the installation process, work sequence and supervision required for the cellular confinement system construction of the new driveway, which shall be positioned in the area designated on the "Tree Constraints and Protection Plan" that forms Appendix 3 of the tree survey report. The approved Arboricultural Method Statement shall then be fully implemented in strict accordance with the required working methods, sequence of operations and
specifications.

Reason: This is a pre-commencement condition to ensure the satisfactory protection of the rooting system of Trees T1, T2 and T3 as shown on the "Tree Constraints and Protection Plan", in the interests of maintaining the health, anchorage and visual amenity of these retained trees.

4) Prior to development, all required access facilitation pruning, in the form of crown lifting, shall be carried out in strict accordance with the "Tree Survey Schedule" that forms Appendix 2 of the "Tree Survey Report - Pre Development" dated April 2016 as prepared by RGS Arboricultural Consultants. This work shall be carried out by competent arboriculturists and shall fully comply with the requirements of British Standard BS 3998 : 2010 "Tree Work- Recommendations".

Reason: This is a pre-commencement condition to ensure that the tree work is carried out to a good standard of workmanship, and is only undertaken to allow that required to accommodate development activity, and to prevent unnecessary and excessive work being carried out, so as to maintain good amenity value.

5) Prior to development, the lower stem of tree T2 shall be protected in strict accordance with the recommendations stipulated in Section 6.2 of the "Tree Survey Report - Pre Development" dated April 2016, as prepared by RGS Arboricultural Consultants, and the protection shall then remain securely in position throughout the entire course of development.

Reason: This is a pre-commencement condition to prevent physical damage to the lower stem of this tree during development activity in the interests of maintaining tree health and visual amenity.

6) Prior to the occupation of any dwelling on the site, a scheme for the provision of waste receptacles for each dwelling shall be submitted to and agreed in writing by the Local Planning Authority. The receptacles shall be provided before first occupation takes place.

Reason: In the interest of residential amenity and to reduce waste generation in accordance with the Councils's Minerals and Waste Local Plan 2014, Policy WSP5 and the adopted SPD "Managing Waste in New Developments" (2006).
7) No development shall take place until a scheme has been submitted to and approved in writing by the Local Planning Authority for the provision of fire hydrant(s) at the development. Prior to the first occupation of the dwellings the fire hydrant(s) serving that development shall be installed as approved. Thereafter the fire hydrant(s) shall be retained as approved in perpetuity.

Reason: This is a pre-commencement condition in the interests of fire safety and providing safe and accessible developments.

8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers WPD-009-17-1 and WPD-009-17-2.

Reason: To identify the approved plans and to avoid doubt.
