Conditions or Reasons for Planning Application - CB/17/01148/OUT
Conditions or Reasons:
1) The proposed development would constitute isolated new housing in an unsustainable location, within the open countryside and would be contrary to Policy DM4 of the Central Bedfordshire Core Strategy and Development Management Policies (2009) and the aims and objectives of the National Planning Policy Framework (2012).
2) The scale and likely layout of the proposed development would conflict with the established character of the area and would cause harm to the appearance of the site and the street scene, contrary to Policy DM3 of the Central Bedfordshire Core Strategy and Development Management Policies and the Central Bedfordshire Design Guide (2014).
3) In the absence of evidence to demonstrate that adequate driver/driver inter-visibility between vehicles leaving the junction at Lower Farm Road with the High Street (classified road no. C186) and vehicles coming from a westerly direction along C186; the critical side to the oncoming traffic or that vehicles coming from a westerly direction along the C186 can achieve adequate forward driver/driver inter-visibility to vehicles from an easterly direction waiting to turn into Lower Farm Road, the Local Planning Authority cannot be satisfied that the highways implications of the development would be acceptable and that the impacts of it for road users would not be severe. The development would be contrary to Policy DM3 of the Central Bedfordshire Core Strategy and Development Manangement Policies (2009) or the aims and objectives of the National Planning Policy Framework (2012).
