Conditions or Reasons:
1) The enclosure of this visually prominent open area of grass with a high wooden fence as proposed will appear unduly incongruous and harmful to the character of the site and the openness of the wider area. This will be in conflict with planning policy DM3 in the Core Strategy and Development Management Planning Document dated 2009.
2) The proposed erection of the fence in the location as shown on the submitted plans would result in obstruction to the existing visibility from the accesses to the detriment of highway and pedestrian safety.
