Conditions or Reasons:
1) From the information submitted, the applicant has not demonstrated that the proposed garage extension would enable the protection during construction and subsequent retention and preservation of the existing road frontage hedgerow having regard to the proximity of the proposed side extension and foundations. The existing hedgerow was required by condition 4 applied to the grant of permission at appeal in 2012, for the development of the four dwellings at Park Lane and is an important asset of the Conservation Area. The proposal is therefore contrary to the principles of enhancing and preserving elements of the Conservation Area that make a positive contribution to the significance of the Conservation Area, contrary to Section 12 of the National Planning Policy Framework and Policy BE8 of the South Bedfordshire Local Plan Review and the Central Bedfordshire Design Guide.
2) The proposed extension to the garage would, because of its size and siting be considered to create an enlarged garage building that would dominate the frontage of the existing dwellings and thereby be detrimental to the visual amenities of the existing development and street scene in Park Lane and the Conservation Area. The proposal is therefore contrary to the principles of good design and the requirement to enhance and preserve the character of the Conservation Area within Policy BE8 of the South Bedfordshire Local Plan Review, the Central Bedfordshire Design Guide and Sections 7 and 12 of the National Planning Policy Framework..
