Conditions or Reasons for Planning Application - CB/17/01360/OUT
Conditions or Reasons:
1) The site is partly outside of the Upper Gravenhurst Settlement Envelope and this part is within the open countryside. The proposal would develop the site to provide a number of units that would greatly intensify the number of residential units in the village at a scale and density that is out of character with the settlement in a location that provides little in the way of amenities and services. The development would cause harm to the character and appearance of the area by extending built development into the countryside, creating a hard urbanising effect, resulting in the loss of, and proposing inadequate replacement, green infrastructure and would fail to deliver a net gain in biodiversity. Development is therefore inappropriate and unacceptable in principle. No material planning considerations have been put forward or identified that would overcome this conflict with the objectives of the National Planning Policy Framework (2012) and policies CS14 (High Quality Development), CS16 (Landscape and Woodland), CS17 (Green Infrastructure), DM3 (High Quality Development) and DM4 (Development Within and Outside of Settlement Envelopes), DM14 (Landscape and Woodland), DM15 (Biodiversity) and DM16 (Green Infrastructure) of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
2) The applicant has failed to demonstrate that vehicle movements resulting from the development can be accommodated within the existing highway network. As a result the proposal is contrary to policy DM3 of the Core Strategy and Development Management Policies 2009.
3) In the absence of a completed legal agreement securing financial contributions to offset infrastructure impact, including education, recreation and the provision of affordable housing, the development would have an unmitigated and unacceptable impact on existing local infrastructure. The development would therefore not amount to sustainable development and would be contrary to the objectives of the National Planning Policy Framework (2012), Policies CS2 (Developer Contributions) and CS7 (Affordable Housing) of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
