Conditions or Reasons for Planning Application - CB/17/01420/FULL
Conditions or Reasons:
1) The development hereby permitted shall begin not later than three years from the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.

Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality.

3) Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby approved, full details of all external materials proposed to be used in the development hereby approved shall be submitted to, and approved in writing by, the Local Planning Authority and the approved development shall be undertaken thereafter strictly in accordance with the approved details.
Reason: This condition is pre-commencement. To control the appearance of the building in the interests of the historical significance and setting of the Conservation Area.

3) Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby approved, full details of all external materials proposed to be used in the development hereby approved shall be submitted to, and approved in writing by, the Local Planning Authority and the approved development shall be undertaken thereafter strictly in accordance with the approved details.
Reason: This condition is pre-commencement. To control the appearance of the building in the interests of the historical significance and setting of the Conservation Area.

4) Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby approved,  a full external finishes Schedule,  including  colours expressed as RAL nos. or demonstrated by colour swatches, shall be submitted to and approved in writing by the Local Planning Authority and the approved development shall be undertaken thereafter strictly in accordance with the approved details.

5) Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby approved,  full details of the windows and external doors proposed to be installed as part of the development hereby approved shall be submitted to and approved in writing by the Local Planning Authority and the approved development shall be undertaken thereafter strictly in accordance with the approved details.
Reason: This condition is pre-commencement. To control the appearance of the building in the interests of the historical significance and setting of the Conservation Area.

6) Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby approved, drawn detail at an appropriate scale between 1:10 and 1:20, showing the following shall be submitted to and approved in writing by the Local Planning Authority and the approved development shall thereafter be implemented strictly in accordance with the approved details:
- Elevation and section detail showing the method of roof dormer construction, including  window incorporation and styling with opening configuration show.
Reason: This condition is pre-commencement. To control the appearance of the building in the interests of the historical significance and setting of the Conservation Area.

7) No development shall take place until a written scheme of archaeological investigation; that includes the provision for post excavation analysis and publication, has been submitted to and approved in writing by the Local Planning Authority. The development hereby approved shall only be implemented in full accordance with the approved archaeological scheme.

Reason: This condition is pre-commencement as a failure to secure appropriate archaeological investigation in advance of development would be contrary to paragraph 141 of the National Planning Policy Framework (NPPF) that requires developers to record and advance of understanding of the significance of any heritage assets to be lost (wholly or in part) as a consequence of the development.

8) The ground floor windows in the north side elevation of the development hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times. No further windows or other openings shall be formed in the north side or west side elevations.

Reason: To safeguard the privacy of occupiers of adjoining properties

9) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers PP17-11001, PP17-11002, PP17-11003 REV B, PP17-11004, PP17-11005 REV A, PP17-11006.

Reason: To identify the approved plans and to avoid doubt.
