Conditions or Reasons for Planning Application - CB/17/01715/LB
Conditions or Reasons:
1) The works shall begin not later than three years from the date of this consent.

Reason: To comply with Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Notwithstanding the details submitted with the application, and prior to commencement of the construction of the external faces of the development hereby approved, a full selection of external material samples, including brick, roof tile and ridges and cladding proposed to be installed in respect of the new development shall be made available on site for inspection and approved in writing by the Local Planning Authority and the development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the development is carried out in a manner that safeguards the historic significance and traditional character of the listed buildings that occupy the site and its immediate setting.

3) No development shall take place until the applicant or developer has implemented and submitted to the Local Planning Authority, for written approval, a completed scheme of internal and external photographic building recording which has been undertaken to a level of detail agreed in advance and in writing by the Local Planning Authority, and to accord with the English Heritage (Historic England) recommendation for photographic survey set out in paragraphs 5.5, 4.4.7 and 4.5.2 of the publication Understanding Historic Buildings: a guide to good recording practice (English Heritage 2006).

Reason: The condition must be discharged prior to commencement to ensure that the building is adequately recorded as existing, in accordance with current 'best practice' standards, prior to alteration or demolition.

4) Notwithstanding the details submitted with the application no development shall take place until a detailed schedule and specification of repair and making good to the fabric of the building, including a detailed schedule of structural fabric to be removed and fabric to be retained, has been submitted to and approved in writing by the Local Planning Authority. The approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: The condition must be discharged prior to commencement to ensure that the development is carried out in a manner that safeguards the historic significance and traditional character of the listed buildings that occupy the site and its immediate setting.

5) Notwithstanding the details submitted with the application, any cleaning/stripping of existing timberwork shall be undertaken using a calcium silicate 'soft strip' cleaning system, a method statement for which, including details of preparatory works, cleaning test areas and suggested blast cleaner operating pressures, have been submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of any cleaning/stripping of the timberwork. The sandblasting of timber and/or masonry is expressly excluded from this Permission.

Reason: To ensure that the development is carried out in a manner that safeguards the historic significance and traditional character of the listed building.

6) Notwithstanding the details submitted with the application, no fenestration shall be installed until full dimensioned details of the windows, external doors and conservation rooflights proposed to be installed, including details of glazing bar profiles and the method of pinning back of external door leaves to be retained or replicated, have been submitted to and approved in writing by the Local Planning Authority. The approved development shall be undertaken thereafter strictly in accordance with the approved details.

Reason: To ensure that the development is carried out in a manner that safeguards the historic significance and traditional character of the listed buildings that occupy the site and its immediate setting

7) Notwithstanding the details submitted with the application, and prior to commencement of the constructional phase of the development hereby approved, drawn section details at a scale between 1:10 and 1:20 as appropriate clearly demonstrating the following shall be submitted to and approved in writing by the Local Planning Authority:

- the relationship of timber wall cladding, wall insulation and wall framing, as appropriate, to any face brick and plinth structure.

The development shall be carried out only in accordance with the approved details.

8) Notwithstanding the details submitted with the application, the weatherboard cladding proposed to be installed as part of the development hereby approved shall be of traditional 'feather edge' form and dimensions.

Reason: To ensure that the development is carried out in a manner that safeguards the historic significance and traditional character of the listed buildings that occupy the site and its immediate setting.

9) Notwithstanding the details submitted with the application, the cast aluminium rainwater goods proposed to be installed as part of the new development hereby approved shall be of a 'Heritage Range' system, and shall be maintained as such thereafter.

10) This consent relates only to the details shown on the submitted plans, numbers WPD-030-16-1, WPD-030-16-2, WPD-030-16-3A and WPD-030-16-4.

Reason: To identify the approved plans and to avoid doubt.
