Conditions or Reasons for Planning Application - CB/17/01784/FULL
Conditions or Reasons:
1) The proposed residential development, by nature of its location outside the defined Settlement Envelope for Blunham, would cause significant and demonstrable harm to the character and appearance of the area by extending built development into the countryside and due to the linear and ribbon nature of development in this area it would appear incongruous and out of character with the existing character of the villages and with adjoining dwellings in the locality. The potential benefits to be had from the development are not considered sufficient to outweigh the significant and demonstrable harm identified above. As a result the proposal would not amount to sustainable development and would be inappropriate and unacceptable in principle. The proposal therefore fails to conform with the objectives of the National Planning Policy Framework (2012) and policies CS14, DM3 and DM4 of the Core Strategy for the North of Central Bedfordshire and the Central Bedfordshire Design Guide.
2) The proposed development would detract from the setting of this statutory Listed Building and the Blunham Conservation Area by way of the private driveway for the independant residential dwelling to the rear abutting the building; as such the proposal is contrary to Section 12 of the NPPF and Policy DM13 of the Core Strategy and Development Management Policies 2009.
3) The proposal, if permitted would result in an intensification of use of an access which has inadequate driver/driver intervisibility and will lead to condition of danger to all highway users. This proposal would increase vehicular usage of a substandard access which, by virtue of its restricted width, alignment and lack of vehicular turning facility would preclude convenient movement on the public highway to the detriment of public safety and convenience and as such would be contrary to policy DM3 of the Core Strategy for the North and Section 4 of the NPPF.
