Conditions or Reasons for Planning Application - CB/17/02957/RM
Conditions or Reasons:
1) No development approved by this permission shall take place until a Phase 2 investigation report, as recommended by the Listers Geotechnical Consultants Ltd report dated 26th July 2016 (Ref: 16.06.031), has been submitted to and approved in writing by the Local Planning Authority. Where found to be necessary by the phase 2 report a remediation strategy to deal with the risks associated with contamination of the site shall also be submitted to and approved in writing by the Local Planning Authority. The remediation strategy shall include an options appraisal giving full details of the remediation measures required and how they are to be undertaken. The strategy shall include a plan providing details of how the remediation works shall be judged to be complete and arrangements for contingency action. The effectiveness of any strategy shall be demonstrated to the Local Planning Authority by means of a validation report (to incorporate photographs, material transport tickets and validation sampling), unless an alternative period is approved in writing by the Authority. Any such validation should include responses to any unexpected contamination discovered during works.

Reason: To protect human health and the environment.

This pre-commencement condition is necessary in order to ensure that no unnecessary harm is caused by the commencement of development works.
2) Details of a refuse collection point located at the site frontage and outside of the public highway and any visibility splays shall be submitted to and approved by the Local Planning Authority prior to the occupation of any dwelling. The scheme shall be fully implemented prior to occupation of any dwelling and shall be retained thereafter.

Reason: In the interest of amenity and in order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
3) Notwithstanding the provisions of Part 1, Classes B and C of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no additions, enlargements or alterations to the roofs of the dwellings hereby approved shall be carried out without the grant of further specific planning permission from the Local Planning Authority.

Reason: To control the external appearance of the building/s in the interests of the amenities of the area.

4) The planting and landscaping scheme shown on approved Drawing 3157.LPP dated 26/5/2017 shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season shall mean the period from October to March). The trees, shrubs and grass shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season with others of a similar size and species.

Reason: To ensure an acceptable standard of landscaping.

5) This approval relates only to the details shown on the submitted plans, numbers: 3157 LPP (landscape proposals plan); Landscape Proposal, Specification & Maintenance Scheme; 2016/852/10(site location & block plan); 2016/852/11(plot 1); 2016/852/12(plot 2); 2016/852/13(plot 3)

Reason: To identify the approved plan/s and to avoid doubt.
