Conditions or Reasons for Planning Application - CB/17/03315/FULL
Conditions or Reasons:
1) The proposal constitutes an unacceptable intrusion of development into the open countryside in an unsustainable location and by virtue of its scale and location would have a detrimental impact upon the rural character of the area and physical identity of Church End. As such the development would conflict with the objectives of the National Planning Policy Framework (2012) and policies DM3 (High Quality Development) and DM4 (Development Within and Beyond Settlement Envelopes) of the Central Bedfordshire Core Strategy and Development Management Policies (2009).
2) The proposed development by virtue of its scale, location and prominence in the streetscene would appear incongruous within the street scene to the detriment of the character of the Conservation area and the setting of the adjacent listed building. As such the proposal would contrary to Policies CS14, CS15, DM3 and DM13 of the adopted Central Bedfordshire Core Strategy and Development Management Policies Development Plan Document 2009 and the National Planning Policy Framework (2012).
3) The proposed development if permitted would result in the intensification of use of a substandard access and will lead to conditions of danger and inconvenience to users of the highway and the property. As such the proposal would be contrary to Policy DM3 of the adopted Central Bedfordshire Core Strategy and Development Management Policies Development Plan Document 2009.
4) The proposed development site is located within an area that has the potential to contain archaeological deposits relating to the development of the historic settlement of Haynes, Church End, a heritage asset with archaeological interest. The applicant has failed to demonstrate that the proposal will not have a negative and irreversible impact on any surviving archaeological remains present at the site. There is insufficient information to determine the application as no Heritage Statement has been submitted in relation to the required archaeological information; as such the proposal is contrary to para 128 of the NPPF and the Central Bedfordshire Design Guide (adopted March 2014).
