Conditions or Reasons:
1) The substantial operational development, including significant demolition, required would go beyond the extent reasonably necessary for the building to function as a dwellinghouse and demolition would not represent 'partial demolition' required to carry out building operations. As such, the proposal fails to comply with parts Q.1 (i), (i) and (ii) and would represent the construction of a new building, rather than a conversion. The development is therefore outside of the scope of the development that is permitted under Schedule 2, Part 3, Class Q and does not comply with the conditions, limitations and restrictions of this Class. Accordingly, prior approval is refused.
