Conditions or Reasons for Planning Application - CB/17/03753/VOC
Conditions or Reasons:
1) The development hereby approved shall be commenced within three years of the date of this permission.

Reason: To comply with Section 91 of the Town and Country Planning Act 1990 which is designed to ensure that a planning permission does not continue in existence indefinitely if the development to which it relates is not carried out.
2) The materials used in the construction of the dwelling house shall be reclaimed soft red brick, redland rustic plain tile, black stained weather boarding, as shown on plan 2016/862/01 unless otherwise agreed in writing by the Local Planning Authority.

Reason: To protect the visual amenities of the building and of the area generally.
3) The planting and landscaping scheme shown on approved Drawing 2016/862/01 shall be implemented by the end of the full planting season immediately following the completion and/or first use of any separate part of the development (a full planting season shall mean the period from October to March). The trees, shrubs and grass shall subsequently be maintained for a period of five years from the date of planting and any which die or are destroyed during this period shall be replaced during the next planting season with others of a similar size and species.

Reason: To ensure an acceptable standard of landscaping.

4) The dwelling shall not be occupied until the junction has been constructed in accordance with the approved details as shown on plan 2016/862/01.

Reason: In order to minimise danger, obstruction and inconvenience to users of the highway and the premises.
5) Before the access is first brought into use, a triangular vision splay shall be provided on each side of the new access drive and shall be 2.8m measured along the back edge of the highway from the centre line of the anticipated vehicle path to a point 2.0m measured from the back edge of the highway into the site along the centre line of the anticipated vehicle path. The vision splay so described and on land under the applicant's control shall be maintained free of any obstruction to visibility exceeding a height of 600mm above the adjoining footway level.

Reason: To provide adequate visibility between the existing highway and the proposed access, and to make the access safe and convenient for the traffic which is likely to use it.
6) The proposed vehicular access shall be surfaced in block paving as shown on plan number 2016/862/01, unless otherwise agreed in writing by the Local Planning Authority. Arrangements shall be made for surface water drainage from the site to be intercepted and disposed of separately so that it does not discharge into the highway.

Reason: To avoid the carriage of mud or other extraneous material or surface water from the site into the highway so as to safeguard the interest of highway safety
7) The parking area and access shown on plan number 2016/862/01 shall be constructed using a cellular confinement system "no-dig" method of construction in accordance with the manufacturer's specification as outlined in BS5837 2012.

Reason: To ensure the protection of trees and hedgerows to be retained, and to avoid unnecessary damage to their root systems. (Policies 43 and 59, DSCB)
8) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, number 2016/862/01.

Reason: For the avoidance of doubt.
