| Conditions or Reasons: | 1)
The development hereby permitted shall begin not later than three years from the date of this permission.
Reason: To comply with Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |

All external works hereby permitted shall be carried out in materials to match as closely as possible in colour, type and texture, those of the existing building.
Reason: To safeguard the appearance of the completed development by ensuring that the development hereby permitted is finished externally with materials to match the existing building in the interests of the visual amenities of the locality. (Policy BE8, SBLPR and Section 7, NPPF) |

Before the development hereby permitted is first occupied or brought into use, the scheme for parking and manoeuvring shown on plan DP(9)901 Rev C shall be laid out, drained and surfaced in accordance with details previously submitted to and approved in writing by the Local Planning Authority and those areas shall not thereafter be used for any other purpose.
Reason: To enable vehicles to draw off and park clear of the highway to minimise danger, obstruction and inconvenience to users of the adjoining highway. (Section 4, NPPF) |

Both prior to and during development, all tree protection proposals, as outlined in Section 06 "Tree Protection Proposals" of the supporting document "Report on the Impact of Trees of Proposals for Development" (Ref 1-38-4041) as prepared by John Cromar Arboricultural Company Ltd. dated 8th August 2016, and the accompanying plan "Tree Retention and Tree Protection Measures", shall be fully implemented, and the associated Method Statements 1 to 12 (inclusive) shall be fully undertaken in the strict order of implementation stipulated, and the trees to be removed assessed for bat and bird interest.
Reason: To ensure that a satisfactory standard of tree protection is maintained in the interests of visual amenity, and to protect ecology. (Policy BE8, SBLPR and Section 11, NPPF) |

Before the development hereby permitted is first occupied or brought into use, a scheme shall be submitted for the protection of the bedrooms from noise from road traffic and approved in writing by the Local Planning Authority. The scheme shall follow the recommendations identified in the Noise Impact Assessment Report (Ref 13881.NIA/01) as prepared by K P Acoustics dated 9th March 2016. No bedrooms shall be occupied until the scheme providing protection for those dwellings has been implemented in accordance with the approved details. The approved scheme shall be retained in accordance with those details thereafter.

The first floor window in the side elevation of the development facing the Vicarage hereby permitted shall be permanently fitted with obscured glass of a type to substantially restrict vision through it at all times and shall be non-opening, unless the parts of the window which can be opened are more than 1.7m above the floor of the corridor in which the window is installed. No further windows or other openings shall be formed in this side elevation at first or second floor level.
Reason: To safeguard the privacy of occupiers of the Vicarage. (Policy BE8, SBLPR and Section 7, NPPF) |

Before the development hereby permitted is first occupied or brought into use, a minimum of three integrated bat and bird bricks shall be inserted in the extension, and retained thereafter.
Reason: To order to deliver a net gain for biodiversity and opportunities for enhancement. (Section 11, NPPF) |

The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans, numbers DE(0)001, DE(0)050, DP(0)001 Rev B, DP(0)002 Rev A, DP(0)050 Rev B, DP(9)901 Rev C and CBC/001.
Reason: To identify the approved plans and to avoid doubt. |
