Conditions or Reasons:
1) The proposed front dormer roof extensions would result in less than substantial harm on the character, appearance and special significance of the Grade II listed building and this part of Ickwell Conservation Area and no public benefit has been identified to outweigh this less than substantial harm. The proposal by reason of the damaging alterations to the historic roof form and loss of historic structure, would fail the "statutory tests" set out in sections 66(1) and 72 (1) of the Town and Country Planning (Listed Buildings and Conservation Areas) Act 1990 and be contrary to advice and guidance in the National Planning Policy Framework (2012) and policies CS15, DM13 and DM3 of the Core Strategy and Development Management Policies (2009).
