Conditions or Reasons for Planning Application - CB/17/04031/OUT
Conditions or Reasons:
1) Details of the appearance, landscaping, access, layout, and scale, (hereinafter called "the reserved matters") shall be submitted to and approved in writing by the local planning authority before any development begins and the development shall be carried out as approved.

Reason: To comply with Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2) Application for approval of the reserved matters shall be made to the local planning authority not later than three years from the date of this permission.

Reason: To comply with Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
3) The development hereby permitted shall begin not later than two years from the date of approval of the last of the reserved matters to be approved.

Reason: To comply with Section 92 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
4) The development hereby permitted shall not be carried out except in complete accordance with the details shown on the submitted plans; 2000_100 & 2000_102 & SK01 Rev. B.

Reason: To identify the approved plans and to avoid doubt.
5) All ecological measures and/or works shall be carried out in accordance with the details contained in the January 2018 Badger Sett Impact Assessment as already submitted with the planning application and agreed in principle with the local planning authority prior to determination.

Reason: In the interest of biodiversity, in accordance Policy CS18 of the Core Strategy and Development Management Policies 2009.
6) No development shall commence at the site until a scheme for Biodiversity Enhancements at the site have been submitted to and approved in writing by the Local Planning Authority.  The Scheme shall be carried out in accordance with the approved details and retained thereafter. 

Reason: In the interest of biodiversity, in accordance Policy CS18 of the Core Strategy and Development Management Policies 2009.
7) Prior to the commencement of the development hereby approved, the junction/crossover of the proposed access shall be constructed in accordance with the approved plan SK01B.

Reason: To ensure the provision of appropriate access arrangements, and in the interest of highway safety.
8) Any subsequent reserved matter application for access shall include the following:

An access no less than 4.5m wide for at least 8.0m into the site measured from the highway boundary
Vehicle parking and garaging in accordance with the council standards applicable at the time of submission inclusive of a visitor parking space
Cycle parking and storage in accordance with standards applicable at the time of submission
A vehicular turning area within the curtilage of the site as shown on the approved plan SK01B
A refuse collection point at the site frontage, clear of the public highway and any visibility splays
A construction management plan detailing access arrangements for construction vehicles, on site parking and materials storage, loading and unloading areas and working times.

Reason: To ensure that the development of the site is completed to provide adequate and appropriate highway arrangements at all times.
9) The dwelling hereby approved shall not be constructed until details of the existing and final ground and slab levels of the building has been submitted to and approved in writing by the Local Planning Authority. Such details shall include sections through both the site and the adjoining properties, the location of which shall first be agreed in writing with the Local Planning Authority. Thereafter the site shall be developed in full accordance with the approved details.

Reason: To ensure that an acceptable relationship results between the new development and adjacent buildings and public areas.

10) Development which proposes first floor accommodation shall be designed so that this is incorporated within the roof design.

Reason: To ensure a satisfactory appearance to the development in accordance with Policies CS14, DM3 and DM14 of the Core Strategy and Development Management Policies 2009.
