Conditions or Reasons:
1) The extended garage by reason of its excessive size, unsympathetic design and siting would result in an undesirable and unacceptable form of development which will negatively impact on the host dwelling (Grade II listed building) and appearance of the area. The extended garage would not be subservient to the existing dwelling and is tantamount to a new dwelling contrary to the provisions of the technical Design Guide for Central Bedfordshire 2014 (DS4: Residential Alterations and extensions) and will be contrary to Policy DM3 of the Core Strategy and Development Management Policies (2009).
2) The proposed development, in scale and design, fails the 'Statutory test' set out in section 66 of the 1990 Planning (Listed Buildings and Conservation Areas) Act in respect of preserving the (listed) building and its setting. In NPPF terms (paragraphs 132 and 134), it is also considered that the scale and design of the proposal would harm the significance (simple vernacular character) of this designated heritage asset and no clear justification or public benefit has been demonstrated.
