Conditions or Reasons:
1) The proposed development, in scale and design, fails the 'Statutory test' set out in section 66 of the 1990 Planning (Listed Buildings and Conservation Areas) Act in respect of preserving the (listed) building and its setting. In NPPF terms (paragraphs 132 and 134), it is also considered that the scale and design of the proposal would harm the significance (simple vernacular character) of this designated heritage asset and no clear justification or public benefit has been demonstrated.
